The National Cultural-Art Museum Complex or as it is also known "Mystetskyi Arsenal" is basically situated in the Old Arsenal building which also happens to be of immense national importance to the country. The building was constructed and erected between the year 1783 and 1801. This was done in keeping with the accordance of a project by Lieutenant-General Ivan (Johann) Meller. The main aim of the project was to help the Kyiv garrison on the site of the Ascension Nunnery. It was in the year 2003, during the Independence of Ukraine that Arsenal became a cultural and artistic institution and was subsequently named "Mystetskyi Arsenal."
Very soon a brazen new generation museum that boasted of the modern technical infrastructure meeting the requirements of a unique and inclusive exhibition centre came into being. The museum also played a humble host to visitors who came to ogle at the exhibition and exposition halls.
